Cologne’s new Justice Center is conceived as an open, inviting campus that is nestled into the city’s green belt and fits naturally with the neighboring buildings to the south. The concept of solitary buildings in a park means the total volume is less overwhelming and makes the complex more inviting to everyday citizens. Each of the three buildings will have a different use – district and county court, public prosecutor’s office and courthouse. They will also have separate entrances on the park’s “Boulevard of Justice” and will be visible from the adjacent road, making it easier for both visitors and employees to orient themselves. The foyers feature floor-to-ceiling windows and open nearly seamlessly onto the boulevard. Central circulation cores efficiently connect the upper floors to the foyers. All the buildings are connected on the ground floor level by a daylight-filled corridor. 
The barrier-free timber-hybrid buildings fit the requirements of their current use but can also flexibly adapt to changing needs. The ring-shaped circulation concept and the uniform grid system of 1.50 meters make it possible to expand or reduce rooms or building units without major construction work. Carefully designed green courtyards play a key role in all the buildings.

The homogeneous shell also lends the Justice Center the appearance of an institution within the urban fabric. At the same time, each building’s facade features unique details, reflecting the different functions. The facade structures spanning two floors are a key characteristic. A durable, low-maintenance structure of recycled concrete, natural stone or aluminum is complemented by timber surfaces. Wood-based materials also dominate the interiors. Solar panels, green expanses and retention areas on the roof make the building complex even more sustainable.
